Summary
The Data Extension (DE) that gets created as part of the "Contacts Without Channel Addresses" Extract cannot be split without first modifying the DE properties. This issue can occur with other data extensions, but is more prevalent in this particular DE.

Repro
Using Extract:

Automation Studio > New Automation
Drag Data Extract onto canvas and click choose
Click Create New Data Extract Activity
Give it a name and fill it out using this article- https://help.salesforce.com/articleView?id=000353700&language=en_US&mode=1&type=1
Once complete, do a run once on the automation
Go to Email Studio > Subscribers > Data Extensions > Contacts without Channel Addresses should be a DE in the main folder now
Either click the actions for split on the right hand side, or click into the Data Extension and click split on the upper right hand side
Click Add Data Extension, Add Remainder, Save &Build in that order
Note it doesn't create the first segment and the remainder is empty



Creating a DE manually:

In Contact Builder > Data Extensions > Click Create
Give it a name, next
Turn Retention Setting ON
Leave it as (individual records after 6 days), next
Create one text field called contactkey, Complete
Go to the DE and click Add Records, add 2 or more records
Either in Contact Builder or Email Studio, change the Retention Policy from Individual Records to All Records
Go to Email Studio > Subscribers > Data Extensions > Find your DE
Either click the actions for split on the right hand side, or click into the Data Extension and click split on the upper right hand side
Click Add Data Extension, Add Remainder, Save &Build in that order
Note it doesn't create the first segment and the remainder is empty

Workaround
Disable retention policies, or change it to "Individual Records" from "All Records"

OR

Query or filter the DE into another DE
