User is Unable to Insert Quick Text to an Email in an Experience Builder Site

Summary
Quick Text that is set for the Portal channel and contained in a folder shared with Partner Users cannot be used when sending an email within an Experience Site.
Repro
1. Create a Quick Text and add it to a folder.
2. Share the folder with Partner Users.
3. Log into the Site as a Partner User
4. Access an email action from a record (such as a case or contact)
5. Select the Quick Text action.
The quick text icon is non responsive.
