Summary
Pending approvals card will not load when there the associated process instance target object is not accessible

Repro
1. Create approval request (process instance work item) and associate a target object to the process instance of the work item
2. Remove access to the target object for the user to whom the Approval request is assigned.
3. Load the pending approvals card while logged in as the user who lost access to the target object.

Expected: The user must be able to see all the pending approvals assigned to him
Actual: Invalid cross reference error is throws and the pending approvals card is empty
