For Summer 21' FSL Orgs Quick actions show in activity composer in Experience Cloud for Work Order

In Summer 21' Experience, Work Order quick actions are being displayed on the Chatter Tab instead of as it's own button in the highlights panel.
1. Login to an FSL enabled Summer 21' Org
2. Navigate to a contact record and "Log in to experience as user"
3. Select the Work Order from the navigation menu
4. Click on a Work Order record
5. Observe the placement of the buttons ex: "Book Appointment"
