Hard deleted records fail to be erased from the system

Deleted records have a regular life cycle in the org. See "Delete unwanted data in an organization" for more information: https://help.salesforce.com/articleView?id=000336818&type=1&mode=1
In some cases, you may notice that hard deleted have not been erased even though it has been more than 15 days since they were removed from the recycle bin. If you contact Support to request a manual physical delete, we will not be able to purge the records either.
1. Delete a field from an impacted object.
2. Empty the recycle bin.
3. Wait 15 days for the record to be erased, or contact Salesforce Support for a physical delete.
4. Attempt to make a change that interacts with those records.
For example, if the record was located in a Queue when it was deleted and you attempt to delete the Queue, you will encounter an error due to the records dependency on that Queue.
You will also notice that the records continue to be available if you perform an Export All in Data Loader.
