Clicking the "Not you?" link on forms only works once due to redirects being cached

Summary
"Not you?" redirects are cached, making clicking the "Not you?" link work only once on forms.
Repro
1.ccreate a form, and have it issue the "Not you?" link
2. complete the form in an incognito window
3. load the form again, click "Not you?"
4. the form will reload, allowing you to fill out the form a second time
5. load the form again, click "Not you?" a second time
6. the form will NOT reload (because the redirect was a 301 and was cached)
