Summary
Changing User Language setting in Experience Site does change right away for the first time but not second time

Repro
1.Create a community
2.Create a user to access the community(Create username and password)
3.Login into the community using the newly created user
4.Change the Language of the community(Click on User's name --> My Profile --> Settings & Preferences) from 5.default to one of the available languages(Ex: English to French)
6.Language is successful.
7.Verify it in the UI
8.Change the language again
9.Now it wont change
10.Try logout and login as well. Still it is not changed from the first picked language
