Lightning Manual Sharing Screen may not show all options for group types

Summary
Orgs with a substantial number of groups such as public groups (more than 2,000), may not surface all group types in the lightning manual sharing screen. For example, if an admin creates 2000 public groups, and then one territory group, then the manual sharing screen will not show "Territory" nor "Territory & Subordinates" because those groups were not fetched in the initial call, and only user, role, group were included.
Repro
1) Create an Org with 2000 public groups
2) Add one or more territory groups
3) Try to create a manual share in LEX.
4) The group type selector will be missing territory groups.
5) Delete some of the public groups and repeat the test. You will see territory group type now.
Workaround
Create the manual share using classic for now, or reduce number of groups below 2000 so that the API call retrieves everything.
