Marketing User Assignment sync does not create new users in Pardot

Summary
User sync is enabled, profile and role mapping is done, all required permissions have been checked but still cannot create new user in Pardot via Pardot User Assignment page. Even the users are assigned as Marketing Users or Sales Users on Pardot User Assignment page, but users are not syncing through and create user records in Pardot.
Repro
- In Salesforce go to Pardot Account Setup and manage users in Business Unit
- Add users to Marketing Users or Sales Users section
- Check on Pardot Users page and find users are not created in Pardot
