Special characters not rendering correctly in SMS & PUSH message previews

Summary
Special characters such as € are not rendering as expected in SMS and PUSH Message Previews. This effects the preview only, the message will be sent correctly.

Repro
-In Journey Builder or Content Builder, create a SMS or Push Message
-Add text containing € (or any other non-GSM/special character)
-The message preview will not render correctly

Workaround
The preview of the message can be viewed in the small preview window when clicking on the configured SMS/Push message from the Journey canvas.
