Summary
Security.stripInaccessible() method is throwing "No access to entity" exception for protected custom settings of a managed package.

Repro
1. Create a Managed Package with a Protected Custom Setting
2. Create an Apex test class (inside the package) which calls Security.stripInaccessible(...) on the customSetting.
3. Run the apex test class.
