State and Country Picklist showing BillingState=null when changing from one country to another where the new country has a state code that is the sam

In LEX, the Account Billing address is showing BillingState=null if we change the Billing country and the new country has a state with the same code as the state selected on the original address.
For example, if we change from United States - Virginia (VA) to Honduras as Honduras has a state called Valle (VA)
1. Create test org
2. Enable State and Country/Territory Picklists (Setup-> Data Management-> State and Country/Territory Picklists)
3. Add "State" in Honduras
State Name: Valle
State Code: VA
Integration Value: Valle
4. Create test Account record
Account Name: test_account1
Billing Country: Honduras
Billing State/Province: Valle
5. Switch to LEX
6. Open test_account1 record
7. Edit [Honduras] to [United States]in Billing Country
Point: Billing State/Province changes from Valle to Virginia
8. Save record
9. You can see Only [United States], there is no State
Cross check to make sure the state is correct before saving a record in LEX.
