Journey Builder Advertising Campaign Activity - Different users cannot activate Journeys if activity is created by a different user

A deactivated user previously created a journey with an Advertising Campaign activity, a different user later creates a new draft of that journey & activates the draft. they will receive an error.
- Create user A and log in
- Create a Journey with an Ad Campaign instance, activate it
- Create user B, deactivate user A, log in as user B
- Create a new version draft of the journey and try to open it
New user must create a new journey
