Unable to access Contact Support Form properties in builder when org contains >100 global actions

1. Create a lightning community that contains a page containing the 'Contact Support Form' component e.g. Customer Service.
2. Add 100+ quick/global actions to the org -- doesn't matter what object or type.
3. Open builder and access the page containing the Contact Support Form e.g. Contact Support.
4. Click on the component to bring up its properties
The component properties dialog is presented to the user.
The user is presented with the error "We had trouble processing the request. We've reported the problem to Customer Support with error ID: 1796313539", and they are unable to access the properties of the component. Deleting and adding a new instance of the component makes no difference.
The only workaround at present is to reduce the number of quick/global actions in the org to less than 100, which may not be a feasible solution.
