Database triggers on Version objects throws numeric or value error: character string buffer too small error

Summary
When a user tries to insert or update a string longer than 765 bytes (even lesser number of characters) on Content Version an error would be thrown as Insert and Update triggers on Content.Version limits field length to 765 bytes.
Error message :
Cause0: java.sql.SQLException: ORA-06502: PL/SQL: numeric or value error: character string buffer too small
Repro
Steps To Reproduce:
1. Login to the org
2. Upload a new file.
3. Navigate to the File and and click on Edit File Details.
4. Set the Description field to a 1000 (English) character string.
5. Click on Save. Note the error.
