Notifications from Task records created as a result of a process being invoked by Apex are not sent

When Apex executes and creates a record which meets the criteria of a process, if that process creates a Task record, the Task my not send a notification email to the assigned user.
1. Create a process in Process Builder that when criteria is matched creates a Task assigned to User A.
2. Log in as User B
3. Using Apex, create a record that matches the criteria of the process.
4. Note that a Task is created, but a notification is not sent.
Instead of Process Builder, use Workflow Rules to create the Task.
