User sync: "Edit User Assignments" not displaying all users/public groups

Accounts with large sets of users (i.e. 40,000 users) may not see all users and public groups display in the 'Available members' picklists under both Marketing Users and Sales Users sections when setting up User Sync user assignments.
1) In Salesforce: Setup >> Pardot >> Pardot Account Setup
2) Click Manage Users >> Edit User Assignments
3) See that the 'Search' picklist may only display the first ~20 users and/or no available selections for Public Groups.
