Summary
When Permission Set Licenses for CPQ and AA permission sets are provisioned after the CPQ and Advanced Approval package the licenses are not provisioned properly. Hence, when adding Permission Set to user which has the PSL already assigned there is an error thrown complaining about " This permission set contains an object that requires a license. Before continuing, assign the user to the related permission set license."

If the Same is happening in production then a sandbox created with the prod will also have the same issue.

Repro
1. Install the CPQ and Advanced Approval package in org.

2. Provision the license 'Salesforce CPQ license' and 'Salesforce CPQ AA license' using license editor.

3. Got to admin user and assign the above licenses to this user.

4. Now try to add the 'Salesforce CPQ admin' PS to the user. You will see the Error message.

Workaround
Re-install the package facing the issue. Fix the provisioning to process the entity permissions rows for PSL.
