Error enabling Social Customer Service

Some customers are receiving the error "The required package is not installed. Disable Social Customer Service, and then re-enable to auto-install the package" when attempting to enable Social Customer Service
- Log into a Salesforce Org
- From Setup, type "social customer service" in the search on the left-hand side and select this
- On the Social Customer Service Settings page, attempt to log into Social Customer Service
- Receive the above error
