Geocoder for Andorra does not provide latitude and longitude. Works when country is changed to Spain or France

Summary
According to the coverage document, coverage for Andorra is House Number, Street level – Full coverage to house number level. Second highest level of coverage.

However, latitude and longitude are always 0 for Andorra Addresses. When the country is changed to Spain or France and the rest of the address is left untouched, the fields are updated with proper values.
Repro
1- Navigate to Setup > Data Integration Rules > Geocodes for Account Billing Address
2-Click on Activate.
3-Create 2 new formula fields to hold latitude and longitude values with return type text.
4-Make sure the formula fields and Billing Address is added to the Account Page Layout
5-Create a new account with an Andorra Address.
6-Latitude and longitude field values are 0.
7-Change the country to Spain or France and save.
8-Latitude and Longitude are now with proper values.
