Summary
User will still get 403 error on Step 6 on the getting started page when trying to deploy templates. This is due to Package Manager user permissions not being assigned to Marketing Cloud admin user.

Repro
go to Getting Started page, navigate to step 5 and go through deploy template modal. Click deploy templates and once job processes, error will occur.

Workaround
Navigate to set up page in Marketing Cloud, click users, choose the MC Admin user, then Manage Roles, then edit permissions, find package manager permission and check the allow box for package and deploy then save.
