Bulk Send CPI Does not appear when sending from Bulk Send Quick Action

When setting up a bulk send CPI and attempting to do a quick send bulk send starting from a list view using the quick action, the bulk send CPI is not loaded in the UI at all or available for input.
1. Set up bulk send CPI
2. Set up Bulk Quick Send action on lead object / list view
3. Verify it works for a bulk send that is sent from a Quick Send Message record to a list view or Campaign Bulk Send
4. Attempt to do a Bulk Quick Send from the lead list view
5. CPI is unavailable
1. From all Apps select Quick Sends Messages
2. Select the message you would like to use
3. In the audience component select Bulk Sends
4. Select the list view you would like to use
5. Press the pencil icon "customize message" button
6. CPI will be available
