Calls to getRecordActions with Dynamic Actions enabled show higher load times than with Standard Actions

Customers upgrading to Dynamic Actions for Account or Case objects have reported encountering higher load times for an Account or Case record page compared to load times on same highlights panel without dynamic actions (using standard actions).
1. On an Account or Case record page without the Dynamic Actions upgrade, note getRecordActions load time in Chrome Developer Tools (Network tab). Range of times are in the 100-400ms on average
2. Upgrade to Dynamic Actions: Then on Account record page (any Account), click on gear icon for Setup > Edit Page. Click on Highlights Panel and click on ‘Upgrade now’ in the Upgrade to Dynamic Actions section.
3. Load the same Account record page and note the load time in Chrome Developer Tools (Network tab) for getRecordActions. It looks like this is where few customers have reported >2s load times.
