Phone number fields containing 11 digits or more may omit the 1 in the middle of the phone number

Summary
If a phone number with 11 digits or more contains a 1 in the middle of the number, the system may identify that 1 as a country code and incorrectly omit the number.
Repro
1. Login to your organization
2. Switch to Lightning Experience if necessary
3. Check your User record to ensure your User Locale is set to [English(United States)]
4. Navigate to the any object that contains a Phone field and create a record. For example, create test Account record.
Account Name: test_account1
Phone: 100010000000000
5. Upon save, you can see "1000(000) 000-0000", not 100010000000000
Note that the "1" in the middle is missing
