Turkish(Turkey) Locale causes new components on page to be not shown on macroEditor app

Summary
The macro Editor app does not show any newly added components. Only shows the components that are on standard page.

That is, the macroEditor app does not respect custom lightning page layout assignment.

Repro
Setup macro for Case page.
Add some additional components on the page
Open MacroEditor app for the case.
If the locale of the user is Turkish, only the standard components show up.
If the locale of the user is anything else other than Turkish, all components show up in macroEditor app.
