Return Order APIs not exposed to Platform Integration User for SFRA for Salesforce Order Management

Shoppers attempting to initiate a return from an item from an order using SFRA module for Salesforce Management do not see that return was initiated. This is due to the return order APIs not being exposed to the platform integration user who is the user responsible for processing the return request.
1. Create an Account and purchase a product from a Digital (B2C) Storefront to create an Order.
2. Login as Admin to Salesforce
3. Open the Order Summary in Order Management App associated with this newly created order and changed the status of the fulfillment order to 'Fulfilled'.
4. Navigate back to Digital (B2C) Storefront and click on 'My Orders' and initiate a return on the same order.
Note: In storefront nothing will appear to happen and return will not appear to be initiated.
