Salesforce app shows Convert action even if 'Enable Conversions for Salesforce Mobile' is disabled

Users can see the Convert action in the Salesforce app even if the admin hasn't enabled conversions for mobile via the 'Enable Conversions for Salesforce Mobile' permission in Lead Settings.
Note: this affects internal and Community users.
1. Add the Convert action to the Lead page layout in the Mobile and Lightning Experience Actions section
2. Ensure the 'Enable Conversions for Salesforce Mobile' is unchecked in Lead Settings (Setup | Feature Settings | Marketing | Lead Settings)
3. Login to Salesforce app
4. Navigate to a Lead
5. Observe that the Convert action shows in app despite not being enabled
Remove the Convert action from the Mobile and Lightning Experience actions section of the page layout (Note: this will affect Lightning Experience desktop users).
