Communities app launcher not working with Audience assigned

Summary
Communities App launcher is not launching when navigation menu has audience assigned.
Repro
Take a fresh org Summer 20 Org, and create community with any template (e.g. Customer Service)
-Once the community is created, please assign users and access the community.
-Click on the App Launcher in the Navigation Menu
- Notice the app launcher launches the flexipage
-Go back to Builder and click on the Navigation Menu to open Navigation Menu properties
-Click 'Personalize' and give a name for Menu Item (eg. HelpItem)
-Assign an audience to the Help Menu
-The Navigation Menu will turn purple. Preview/submit for changes
-Now login with any community user, Notice there is no App launcher occur when you click on app launcher.
