Engage Campaign 'Attach file' button system permissions are not granted via permission sets

A user who attempts to utilize the "Attach File" and/or "Upload Image" functionality in a Salesforce Engage Campaign (email) must use a Salesforce profile with the system permissions "Create Content Deliveries" and "Create Public Link."
Granting these two system permissions via a Salesforce permission set does not allow a user to 'Attach File' or 'Upload Image' in an Engage campaign.
1. Create a permission set with the system permissions "Create Content Deliveries" and "Create Public Links"
2. Grant this permission set to a user who has a profile without these two system permissions
3. The above user navigates to a lead/contact to "Send Engage Email"
4. User attempts to 'Attach File' and either:
▸ a. does not see the 'Attach File' button and/or 'Upload Image' option
▸ b. does not see any shared files
Give the user a profile with the system permissions "Create Content Deliveries" and "Create Public Links"
