Summary
When the report name is of max length (40 chars), action buttons on the header panel of the Report Builder are not displayed within the viewport.

Repro
1. Log in to Salesforce.

2. Go to the Reports tab and click the “New Report” button.

3. Select any report type and click Continue.

4. Edit the report name and enter the character 'W' 40 times.

5. Observe the behavior.
