Summary
Due to lack of permissions, Feed component will not have content, but will still have the heading present in the DOM tree.

Repro
1. Login with a screen reader and navigate to a site with the feed component present
2. Ensure the user does not have feed tracking enabled for the object
3. Review the headings on the page and notice the Feed component has the "publisher" heading

Workaround
None at this time.
