SMS Account Summary report does not run at enterprise when Include Child Accounts = True

The 'SMS Account Summary' report does not run at the enterprise level, when Include Child Accounts = True and some Child BU's are not using MobileConnect.
-Go to Analytics Builder > MobileConnect > SMS Account Summary > Create
-Set most parameters as you wish, except Include Child Accounts = True > Submit
-Select 'Email Results' or another delivery method.
-The report is not received.
Run the report in each child BU individually to get data for that BU.
