Subsequent custom redirect clicks not tracked due to Chrome's disk cache control

Summary
When the vistior clicks the custom redirect URL, Chrome stores the destination in disk cache.On subsequent clicks, Chrome loads from cache preventing clicks from being tracked.
Repro
1) Using Chrome browser, click custom redirect for the first time.
2) Wait for 30 minutes.
3) Click on the URL again
