Non-admin users cannot view list email object engagement metrics in custom Salesforce reports

Summary
When users create a custom engagement report for list emails (see "Engagement Metrics on List Emails" on https://help.salesforce.com/articleView?id=000312405&type=1&mode=1), non-admin users don't see any results unless the List Email object is set to public in org-wide defaults

Repro
1) As an admin user in your Salesforce org, create a custom report type 'Engagement Metrics on List Emails' as seen on https://help.salesforce.com/articleView?id=000312405&type=1&mode=1

2) Create custom report and save to public folder

3) Run report and confirm stats populate

4) As a non-admin user, view the report and no results should be returned

Workaround
1) Change the OWD for List Email to public: Navigate to Setup > Security > Sharing Settings > List Emails and change the org-wide default from private to 'Public Read Only'

2) View report as non-admin user and it should return results now
