Install of Salesforce CPQ and or Salesforce Billing fails due to UseOldOrderSaveBehavior

Salesforce CPQ and Salesforce Billing do not support the New Order Save Behavior in Winter ’21. When the New Order Save Behavior is enabled, installing or upgrading these packages will fail.
Enable New Order Save Behavior by going to Setup > Release Updates and enable.
Install the package using the installation link
This app can't be upgraded.
There are problems that prevent this package from being installed.
Can't install the package. This package uses old Order Save Behavior and can't be part of orgs that use new Order Save Behavior. For more information, review the Winter '21 Order Save Behavior documentation, or contact the package's developer.
Your admins should also receive an email like the following:
FROM: firstname.lastname@example.org <email@example.com>
Your request to install package "Salesforce CPQ Winter '21" was unsuccessful. None of the data or setup information in your salesforce.com organization was affected.
If your install continues to fail, contact Salesforce CRM Support through your normal channels and provide the following information.
Organization: YourOrgName (00Dxx00000xxxx)
User: Admin (0055A00000xxxxx)
Package: Salesforce CPQ (04t4N000000gc3W)
1. Can't install the package. This package uses old Order Save Behavior and can't be part of orgs that use new Order Save Behavior. For more information, review the Winter '21 Order Save Behavior documentation, or contact the package's developer.
Disable New Order Save Behavior and install again.
Note that per the following Salesforce CPQ and Salesforce Billing don't support the New Order Save Behavior in Winter ’21:
