SFDX command "sfdx force:package:installed:list" fails with an error Your query request was running for too long on Winter`21 Orgs.

Due to a known issue starting winter`21 the query to get a list of all the installed packages in an Org executed from Developer console or salesforce CLI runs for ~2 minutes and then fails with an error "Your query request was running for too long."
1] Authorize an Org with CLI that has a good number of installed packages and is on Winter`21 release.
2] Execute the below command to get the list of installed packages.
3] You will observe that the query will execute for more than 2 minutes and will eventually fail with an error.
4] You can also login to Org navigate to Developer's console, check the "use Tooling API" checkbox, and execute the below SOQL query that retrieves all the installed packages on the org.
SELECT Id, SubscriberPackageId, SubscriberPackage.NamespacePrefix, SubscriberPackage.Name, SubscriberPackageVersion.Id, SubscriberPackageVersion.Name, SubscriberPackageVersion.MajorVersion, SubscriberPackageVersion.MinorVersion, SubscriberPackageVersion.PatchVersion, SubscriberPackageVersion.BuildNumber FROM InstalledSubscriberPackage ORDER BY SubscriberPackageId
5] You will observe that the query executes for a while and fails with an error "No Response from Server"
Run the command multiple times so that it executes and returns the list of packages.
