Summary
If you have activated the "Enable Secure Static Resources for Lightning Components" in your 228 org at critical update then when you try to access the Territory Settings and Territory Model then you are getting the Internal Server Error.

Repro
>>Setup a 228 org
>>Turn ON the Release Update, "Enable Secure Static Resources for Lightning Components"
>>Turn on Territories from org setup page
>>Go to Territory setting or Territory Modals to see the Error

Workaround
Disable the "Enable Secure Static Resources for Lightning Components" in a critical update
