Unable to add new Linkedin accounts to a tenant

Summary
When attempting to add a new Linkedin account to a tenant, in which the authenticating user has never been used in Social Studio before, the process will fail.
Repro
1. Login to a tenant in which your Linkedin user has never been used in before.
2. Go to Admin, Social Accounts, Add new pages
3. You will be prompted for the Linkedin credentials
4. You will be redirected to a unknown error
