High Velocity Sales (HVS) Performance DataFlow doesn't run when EAC is disabled and Data Sync is enabled

Unable to create High Velocity Sales App due to High Velocity Sales (HVS) Performance DataFlow not running when EAC is disabled and Data Sync is enabled
1. Ensure that 'Enable Data Sync and Connections' is turned on in Analytics Settings
2. In Setup, Enable High Velocity Sales
3. In the HVS setup page, toggle 'High Velocity Sales Performance Analytics Application' to On and keep the Einstein Activity Capture turned off
Result: Creation of High Velocity Sales App fails due to the High Velocity Sales (HVS) Performance DataFlow failing to run
As an end-user, accessing the "High Velocity Sales performance tab" item results to either error:
"This dashboard doesn't exist, has been deleted, or you may not have access to it"
"Invalid Dashboard identifier: Lead_Performance"
1. Enable Einstein Activity Capture in HVS
Note: Disabling Data Sync is not an ideal workaround as it can impact the existing dataflows in the org.
