Summary
Modifying the schedule of a send while the send is occurring causes the send to be sent twice.

Repro
-Create an Outbound MobileConnect Message
-Configure it to completion
-Schedule it in the future or send immediately
-Go to the message after sending
-When the "send status" shows "Sending", click "Edit Message" and click "Save"

Workaround
Don't modify messages when they are currently being sent. Set the message to inactive if modifications need to be made, then create a new message.
