Second Generation package (2GP) upgrade fails if packaged List View is deleted

Summary
When attempting to upgrade a Second Generation Package, subscribers might report that they're receiving an error similar to:
Record deleted, Details: The record you attempted to access has been deleted. The user who deleted this record may be able to recover it from the Recycle Bin. Deleted data is stored in the Recycle Bin for 15 days.
Investigation will find that a List View included with the package has been deleted in the subscriber org. It's not possible to recover these components.
Repro
1. Install a second generation package
2. Delete one of the list views included in the package
3. Attempt to upgrade the package
4. Observe an error similar to:
Record deleted, Details: The record you attempted to access has been deleted. The user who deleted this record may be able to recover it from the Recycle Bin. Deleted data is stored in the Recycle Bin for 15 days.
Workaround
If you suspect you are affected by this issue, please log a case with Salesforce Support for verification.
There are no workarounds currently available.
