Optimizer Report showing incorrect workflow limit

When you run an Optimizer Report, it will show an incorrect workflow limit if your workflow limit has been increased.
Request a workflow limit increase from Salesforce support.
Create and activate more workflows than the original limit.
Run Salesforce optimizer.
Observe inconsistent figures in org and Optimizer report.
