High Velocity Sales may be disabled in sandbox up refresh and cannot be enabled

When a sandbox is created or refreshed, High Velocity Sales (HVS) may be disabled in the new sandbox, even though the feature is enabled in the source organization. Clicking "Set Up and Enable" HVS will not enabled the feature.
1. In a production org with HVS enabled, create or refresh a sandbox.
2. Upon completion, log in to the sandbox and navigate to Setup > Feature Settings > Sales > High Velocity Sales.
3. Click Set Up and Enable.
Expected Results: The feature is enabled.
Actual Results: The feature is not enabled.
