'Sorry to interrupt' error when clicking the Help menu icon (Error Id: -428988036)

When users click the Help menu icon ("?") in Lightning, a "Sorry to interrupt" error may be displayed, along with error Id -428988036.
This issue only impacts users without the View Setup and Configuration permission.
1. As an admin, define a custom Help link Setup > User Engagement > Help Menu.
2. As a user without the View Setup and Configuration permission, click the Help menu.
3. The error is displayed.
Remove custom help links from the Lightning Help menu, or grant the affected users the View Setup and Configuration permission on their profile or through permission set.
