"+ New Contact" does not show up in the lookup in an activity after several clicks

When "Allow Users to Relate Multiple Contacts to Tasks and Events" is enabled for an org, “+ New Contact” action should show up in the lookup in an activity even when a contact has already been entered. But after “New Contact” modal is opened and closed, the action disappears.
First confirm from Activity Settings that "Allow Users to Relate Multiple Contacts to Tasks and Events" is enabled and follow the below steps:
1. Click on New Event action in Activity tab or from related list of any object.
2. In the Name, click once, you will see "+ New Contact" at the end of the list, click on that and create new contact and save
3. Now, click on Name again and start tying in any keyword, there is no "+ New Contact" at the end.
4. Click on the icon just on the left where you are tying the contact name and click back to the Name, you will find the "+ New Contact" appears again.
Clicking the address bar or another application window can resolve the issue.
