Deleting inner criteria in filters used in Journey Builder does not save properly

If certain steps are followed, you can create a filter in Journey Builder that does not behave as expected.
-Create a new journey
-Drag a random split onto the canvas
-Drag an entry event onto the canvas and select a DE
-Create a filter containing 3 rules
-Create an inner OR condition set for the 2nd and 3rd rules
-Delete the 1st rule. The UI will now display the 2nd and 3rd rules with the outer AND condition set only.
-Activate the journey
-Note that the filter behaves as if the OR is applied
Delete the entire filter and recreate it
