Journey Analytics Dashboard shows lower Email Performance counts than expected

Fixed in version Marketing Cloud August 2019 Release Patch 1
When navigating to the Journey Analytics dashboard and viewing Email Performance, the counts can sometimes display lower than expected values.
Not reproducible by any specific user action.
Navigate to Analytics Builder > Reports > select Journey Builder from Report Categories, run the Journey Builder Email Send Summary report.
