Community pages will fail to load when audience record exists and is assigned to a page or component, but has no criteria

Summary
Both published and non published (Community Builder) pages will fail to load when an audience record is assigned to a page or component and has no criteria.
Please note this is a consequence of actions connected to the following Known Issue:

Repro
1. Create a custom profile
2. Create Audience with this custom profile and assign it to page or component
3. Publish Builder
4. Delete custom profile
Try to load Builder or the published community. The pages load blank.
5. In Builder, view the Audience -> see that the criteria is removed and Audience is empty
Workaround
Add a criteria to the audience and then publish the Community. If you are unable to access Builder configuration options to repair the audience then you will need to reach out to support for a fix.
