Sandbox Recovery exceeds the 'Salesforce' License limit

Some customers may have observed that the license limits are exceeded in a sandbox that was recovered due to either being deleted or refreshed.

Let's say you have 100 salesforce licenses out of which 75 are in use when the sandbox is recovered, you may notice that the number of used licenses are now 150, this would no longer allow you to create additional users.
The restore process seems to be re-activating inactive users hence increasing the Used license count.
1. Refresh or delete a sandbox.
2. Log a case with support to recover the sandbox within 48 hours
3. Once the sandbox is restored, you'll notice that the license count has been exceeded.
- reference your production org and deactivate the users (inactive before the restore) via the API
