Save/Save as in Lightning Console doesn't properly update the page URL

Summary
In Lightning, if we save or clone (save as) a report, the URL properly updates to reflect the new report shown.
In a Lightning Console however, the URL is not correctly updated and causes confusion.
Repro
1. Switch to a Ligthning Console (please note this bug is only reproducible in console)
2. Create a new Report
3. Run
4. Save
5. Save As
Review the URL when you're "saving as" and note that it won't change to reflect the newer Report.
Other ways to reproduce:
- Open an existing report (edit or view) and save as; or
- Try the same for dashboard
Workaround
- Use a non-console App.
- Keep a Tab open with a list of Reports to easily find the newer ones.
